RESOLUTIONS OF THE 34TH ORDINARY SESSION OF THE COUNCIL OF BUREAUX HELD IN ABIDJAN FROM 16TH to 18TH 0CTOBER 2017
The Council of Bureaux (COB) held its 34TH Ordinary Session of General Assembly (GA) in Abidjan, Republic of Ivory Coast on 16th to 18th October 2017 on the theme “Repositioning of ECOWAS Brown Card Insurance Scheme for a better participation in Regional Integration”.
The General Assembly recorded the attendance of 12 National Bureaux out of the 14.
The General Assembly was also attended by the following National Insurance Commissions: Benin, Burkina Faso, Côte d’Ivoire, Guinea, Mali, Senegal and Togo.
After deliberations, General Assembly resolves as follows.
RESOLUTION 1: Activity report 2016/2017
General Assembly after deliberations adopted the activity report of Executive Committee covering the period from October 2016 to October 2017.
RESOLUTION 2: Financial report and auditor’s report
General Assembly having taken note of the financial report submitted by Executive Committee and the report of the external auditor for the period ended 31st December 2016 approved them and discharge the Executive Committee.
It was also resolved that the Permanent Secretariat should start using the internationally accepted IFRS system of presenting Accounts effective 2018.
General Assembly further resolved that staff of the Permanent Secretariat should be given the requisite training soonest to enable a smooth migration from the current system of presenting the Accounts to IFRS system.
RESOLUTION 3: Budget for 2018
General Assembly adopted the 2018 budget balanced in incomes and expenses to 212,721,100.50 FCFA that is 15% increment on the budget of 2017.
RESOLUTION 4: On the Supplementary Act
The Council welcomes the Supplementary Act N° A/SA.3/6/16 signed by the Head of States. It calls on the Secretariat to pursue efforts towards concluding the process. National Insurance Commissions and the Chairmen of National Bureaux are therefore requested to ensure full compliance of all the provisions therein.
RESOLUTION 5: Setting up of Standing Committee
The Council resolves to set up the following standing committees:
- Finance and Administrative Committee, chaired by BENIN
- Legal and Regulatory Committee chaired by SENEGAL
- Management and Technical Committee Chaired by THE GAMBIA
- Marketing and Research Committee Chaired by NIGERIA
Each Standing Committee shall be composed of five (5) member countries. Countries are requested to communicate the Committees of their choice as well as their national nominees with the most suitable backgrounds to the Permanent General Secretary before or on 31st December 2017. The Standing Committees shall be inaugurated during Extraordinary Session alongside the 1st Zonal Meeting of year 2018. Members of the Standing Committees shall serve for 2 year tenure renewable only once.
RESOLUTION 6: Revitalization and strengthening of the Forum of NIC and Chairmen of Bureaux.
Council further resolved to revitalize and strengthen the Forum of National Insurance Commissioners extended to Chairmen of National Bureaux to ensure greater involvement of the Primary participants in the affairs of the Scheme and more effective synergy with the subsidiary participants.
RESOLUTION 7: ELECTION OF CHAIRMAN AND VICE CHAIRMAN
Assembly General elected COTE d’IVOIRE represented by Mr. CISSE SOULEYMANE as Chairman of Council of Bureaux. THE GAMBIA is elected Vice Chairman of Council of Bureaux.
RESOLUTION 8: Date and Venue for next General Assembly
General Assembly resolves to hold the 35th General Assembly of Council of Bureaux in Banjul (Republic of the Gambia) in October 2018.

Participants to the 34th General Assembly of ECOWAS Brown Card Insurance Scheme express their heartfelt gratitude to His Excellency the President of the Republic of COTE d’IVOIRE, Mr. ALASANE OUATTARA and to his Government. They also express their appreciation for his personal efforts to address the issues confronting ECOWAS Brown Card Insurance Scheme.

The General Assembly expressly extends its gratitude to the National Bureaux of Cote d’Ivoire, the Permanent General Secretariat of ECOWAS Brown Card Insurance Scheme for a well organized meeting.
They also express their appreciation to the various National Bureaux, Insurance Commissions and Insurance Associations and all the delegates and participants for a well attended programme.
