From 18 to 23 November 2024, the 2 Février Hotel in Lomé, Republic of Togo, hosted the 40th General Assembly Ordinary Session of the Council of Bureaux of ECOWAS Brown Card . This major event brought together 119 participants from 11 member countries, marking an important milestone for regional cooperation in cross-border motor insurance.
A Well-Organized Event
A survey was conducted among 38 participants to assess the organization of this Assembly, and the overall average obtained was 89%, highlighting the quality of the event.
The Work of the Executive Committee
The first day of the Assembly was devoted to the work of the Executive Committee. The resolutions taken during these discussions were presented to the General Assembly on 21 November. The Committee of Experts, for its part, worked on the revision of several technical texts of the ECOWAS Brown Card Scheme, with a view to submitting them to the Assembly. These texts include the Bilateral Inter-Bureau Agreement, the Permanent Arbitration Commission for ECOWAS Brown Card Insurance, and the Harmonized Convention for the Compensation of Victims.
In order to ensure the proper implementation of these reforms, training workshops will be organized in 2025 for claims adjusters of National Bureaux and member insurance companies. These workshops will enable professionals in the sector to acquire mastery of the new arrangements for the benefit of victims of cross-border accidents.
Key Themes Addressed
November 19, 2024 was marked by important speeches and addresses, including those of the President of the National Bureau of Togo, the President of the Council of Bureaux, and the President of the ECOWAS Commission. The ceremony began with the intervention of the Minister of Finance of Togo. Two main themes were then presented during the Assembly :
• Review of the ECOWAS Brown Card Scheme : Challenges and Prospects for an effective regional integration , presented by Mr. TEI KONZI, with interventions by Mr. KOFFI ASSIGNON and Mr. GODFRIED L. DJANIE.
• The future of cross-border insurance in the era of digitalization , a presentation by Mr. KOJO ASAMOAH (DG ECFATUM Co Ltd) and Mr. ALEXANDRE NJORE (DG DIGITEX Co Ltd), who proposed digital solutions to improve the cross-border motor insurance scheme.
An Assembly in Full Reflection
November 20, 2024 continued on this momentum, with the presentation of new crucial themes for the evolution of the ECOWAS Brown Card system, such as the new status of the ECOWAS Commission staff and the impact of the political situation in the sub-region on the activities of the ECOWAS Brown Card, presented by Mr. AGNEKETOM, Director of Peacekeeping and Regional Security of the ECOWAS Commission.
During the work of the Assembly, the quorum was reached and two rapporteurs were appointed : Ms. Audrey TIAM of the Senegalese National Bureau and Mr. Raphaël ABIIBA, Executive Secretary of the Nigerian National Bureau.
Closing and Outlook
The closing ceremony was marked by a gala dinner hosted by SANLAM Assurances Togo, as well as a handover between the outgoing Chairman of the Council of Bureaux, Mr. Henry BUKARI , and the incoming Chairman , Mr. Simon Pierre GOUEM .
The 40th General Assembly ended with an excursion to the Kpimé Waterfall and the VIALLE Castle in Kpalimé, with the active participation of more than 90 people.
This 40th General Assembly laid the foundations for better regional cooperation and defined concrete actions for the future of the ECOWAS Brown Card system. The resolutions adopted are essential steps to strengthen the integration and efficiency of the cross-border motor insurance Scheme in the ECOWAS region.
