41st General Assembly of the ECOWAS Brown Card Scheme : Digital Transformation, Strengthened Governance and 2026 Outlook

The 41st General Assembly of the ECOWAS Brown Card Scheme was held in Monrovia from 24–29 November 2025, highlighting major progress in digitalization, governance and regional harmonization.

Monrovia hosts a pivotal General Assembly for the future of the ECOWAS Brown Card Scheme

From 24 to 29 November 2025, Monrovia brought together representatives from all eleven Member States for the 41st General Assembly of the Council of Bureaux of the ECOWAS Brown Card Insurance Scheme.
Under the theme “50 Years of ECOWAS : Strengthening Governance and Driving Digital Transformation” , the meeting served as a strategic platform to review achievements and outline the System’s future direction.

Legal strengthening and digital modernization at the center of discussions

The Assembly focused on two key priorities :

1. Enhancing the legal and institutional framework

Delegates and legal experts examined reforms to improve governance, reinforce coordination and harmonize practices across Member States.

2. Accelerating the System’s digital transformation

The discussions emphasized the deployment of modern digital tools, the introduction of harmonized digital certificates and improvements in traceability and security.
These initiatives aim to streamline procedures and enhance reliability across the region.

Key resolutions adopted

Without entering technical details, the Assembly endorsed several major outcomes :

 Adoption of the 2025 Activity Report and the 2024 Audit Report.

 Approval of the 2026 Budget to support strategic initiatives.

 Official rollout of the regional digital platform for Brown Card certificates.

 Adoption of the harmonized cross-border accident report form.

 Election of new members of the Executive Committee and appointment of the Chairman and Vice-Chairman for 2026.

 Confirmation of Senegal as the host of the 42nd General Assembly in 2026.

A renewed commitment to regional cooperation

Alongside the formal sessions, participants enjoyed networking activities, official ceremonies and a cultural excursion showcasing Monrovia’s heritage.

The 41st General Assembly represents a major milestone in the modernization and digital transformation of the ECOWAS Brown Card Scheme. It reaffirms the shared commitment of Member States to improving cross-border mobility, road safety and protection for motorists across the region.
