SECOND 2025 ZONAL MEETING

The ECOWAS Brown Card Scheme held two important meetings in August 2025 in Dakar : the third session of the Executive Committee on August 5 and the second Zonal Meeting on August 6 and 7. These sessions provided an opportunity to review the institutional, technical, and financial progress of the system, as well as to adopt structural measures for its sustainable development

From August 6 to 7, 2025, Dakar hosted more than one hundred delegates representing the eleven member countries, in the presence of the National Directors of Insurance.
The discussions focused on five major areas :

1. Digitalization of the Scheme

The DIGITECH Group presented a suite of integrated solutions :
• Centralized database, API, web portal, and USSD access ;
• Security through steganography and AES-256 encryption ;
• Digital claims management solution reducing processing time ;
• Ten-year archiving with real-time synchronization and ISO/cybersecurity compliance.
Senegal also shared its digitalization experience with Diotali, which recorded a 42% growth (2022–2025), and the Muhithpoint platform by In Touch, downloaded more than one million times.

2. Mid-Year Report and Arbitration

The Secretary-General presented the activity report for the first semester of 2025, marked by :
• a recovery rate of 83% ;
• the proposal to create a special account for encrypted revenues to finance relevant projects, monitored by the Finance Commission ;
• the presentation of candidates for the Permanent Arbitration Commission, in preparation for the election of the Chairman, and the 1st and 2nd Vice Chairmen.
Mrs. Audrey Tiam , Executive Secretary of the Senegalese Bureau, recalled the resolutions of the first zonal meeting in Abuja, aimed at the full implementation of technical texts.

3. Follow-up on Arbitral Decisions 2022–2024

The meeting noted that 95% of cross-border arbitral awards during the period had been executed, while also discussing challenges faced by certain countries.

4. Harmonization of Accident Reports

Mrs. Gnilane SOW presented a harmonized model aimed at :
• reducing disparities in the drafting and use of accident reports ;
• facilitating legal interpretation, administrative processing, and readability ;
• strengthening collaboration between law enforcement, National Bureaus, insurers, and judicial bodies.
Discussions focused on simplifying the document and ensuring its implementation by Member States.

5. Inter-Bureau Meetings

Bilateral sessions facilitated the settlement of claims files and the conclusion of payment agreements, thereby strengthening cooperation and the resolution of ongoing disputes.
